Time-Bound Approvals

• Authorities must approve or seek clarification within 45 days.
• Applications are deemed approved if no response is received within 67 days.

Standardized Charges

• Charges for RoW permissions are predefined by the government.
• No additional fees, such as property tax, entry fee, or annuity, can be levied.
• Bank guarantees, where required, are to be refunded within 30 days post site restoration.

Clarity for Private Land Access

• Installation on private land requires written consent and mutual agreement.
• In case of disputes, the District Collector will resolve within 30 days.
• Landowners have the right to request removal or relocation of infrastructure with proper justification.

Restoration Obligations

Telecom providers are responsible for :

• Timely completion of works
• Ensuring public safety
• Restoring the site to its original condition post-installation
• Covering any damage compensation

Support for Temporary Networks

• In case of breakdowns or emergencies, temporary infrastructure can be deployed immediately.
• Restoration to original infrastructure must be done within 60 to 90 days.

Infrastructure Sharing

• Encourages common ducts and shared corridors to avoid repeated digging.
• Public authorities must offer non-discriminatory, cost-based access for shared use of telecom infrastructure.

Responsibilities of Public Authorities

• Appoint a Nodal Officer for RoW coordination.
• Ensure timely processing of applications.
• Prevent arbitrary delays or excessive documentation.
• Promote transparency and cooperation with telecom licensees.
