Policy Duration
The policy will remain valid for six years from April 1, 2025 – March 31, 2031.

Introduction

Uttar Pradesh is already a leading hub in electronics manufacturing, contributing nearly half of the country’s total production of mobile phones. With world-class infrastructure and major global players already established, the state is poised to become a global powerhouse in electronics component manufacturing.

The Uttar Pradesh Electronics Component Manufacturing Policy – 2025 (UPECMP 2025) is effective from 1st April 2025 and will remain in force for six years.

Key Objectives

Attract Global & Domestic Investments

Additional and matching capital incentives approved by government of india (GOI) to make UP a preferred investment destination.

Promote Self-Reliance

Reduce import dependency on critical components like PCBs, display modules, and Li-ion cells.

Generate Employment

Create large-scale opportunities for skilled and semi-skilled workforce.

Strengthen Supply Chains

Develop robust, agile, resilient, large-scale manufacturing and sourcing ecosystem.

Foster Innovation & R&D

Support startups and MSMEs in electronics component design and manufacturing.

Target Components

The policy covers identified components including:

Eligibility Criteria

  • Units Must Be Located Within Uttar Pradesh.
  • Both Greenfield (New) And Brownfield (Expansion / Modernisation) Projects Are Eligible.
  • Applications Must Be Submitted Separately For Each Target Component.

Incentives Under The Policy

Top-up Incentives
  • Matching benefits in addition to those provided under Government of India’s ECMS scheme
Capital Subsidy (20%)
  • For eligible units not covered / approved by GOI under ECMS
Domestic Sourcing Incentives (for sourcing within the state)
  • 2% extra for Li-ion cell (CAM material sourcing)
  • 1% extra for multi-layer PCB (laminate sourcing)
